IN OTTAWA recriminations abound. Humiliated by surprise defeat this week in elections to seats on the UN Security Council, the government has blamed the leader of the opposition. But Michael Ignatieff had simply articulated publicly the heresy that Canada, whose UN vocation has undoubtedly waned under Conservative prime minister Stephen Harper, simply did not deserve the seat.
