Obama's Boat to India Springs Leaks

It is surely no coincidence that two leaks have taken place to strain United States-Indian relations just ahead of President Barack Obama's visit to his South Asian strategic partner. India is rightly indignant over reported US intelligence failures over David Headley and the 2008 Mumbai attacks. A paradox about good leaks, though, is that like Saddam Hussein's Scud missiles, those who launch them can never be sure of their trajectory.
