The Nato summit which opens in Lisbon tomorrow promises – for once – to live up to its billing as the most important meeting in the alliance's 61‑year history. Not only will David Cameron and his fellow members be asked to ratify a new Strategic Concept – a mission statement for the next decade – they will also have to make some tough decisions about just how long Nato is prepared to maintain its commitment to the war in Afghanistan.
