The moratorium was unpopular with sectors of the Israeli public, the already-rocky relationship between Netanyahu and President Obama deteriorated, and, because East Jerusalem was not included in the freeze, the Palestinian Authority refused to come to the negotiating table for the first nine of those 10 months.
