Stephen Harper's $3 Billion Arctic Illusion

What shouldn't be forgotten is that the Prime Minister has said he wants to spend more than $3 billion on a dubious scheme to defend the Canadian Arctic - a scheme that makes even less sense if his government isn't really worried about a military threat up there.
