On August 19, 1991, a group of hard-liners in the Soviet leadership, backed by elements of the military, announced that it had seized power in the Kremlin and declared a state of emergency. The coup’s instigators placed the reformist Soviet head of state, Mikhail Gorbachev, under house arrest and attempted to shut down independent media.
