Obama's Turn on Nuclear Weapons

Policy, meet budget. After having been separated for a decade, as the Pentagon operated essentially free from fiscal considerations, the two have been reunited in Washington's new age of austerity. On nuclear weapons, that fact should work in Obama's favor.
