Terrorists or a rogue state may some day acquire a nuclear weapon and threaten to kill millions of people in a single devastating blow, he said. But the greater risk comes from a malicious radiological attack or “dirty bomb” that uses common industrial or commercial nuclear material to create panic, threaten the health of thousands over a prolonged period, make entire cities uninhabitable, cause billions of dollars in damage and destroy the global economy.
