Brazil Has Become a Disoriented Giant

Unlike some of its neighbors, such as Argentina and Venezuela, Brazil thinks long-term. It has long invested in key industries, such as bio fuels and aerospace, is taking steps to improve the quality of its education, and has recently launched a program to send 100,000 college students abroad, most of them to study science and engineering in U.S. universities.
