Westminster professionals get tremendously worked up about reshuffles. 'Have you heard? Boodle and Coodle are being promoted, Doodle has got Foodle's job, and Hoodle has been dropped altogether!'

The rest of the country is left unmoved. This isn't because people are lazy or cynical or ignorant. It's because long experience has taught them that ministers make little impact on their departments.
