At the beginning of any foreign policy crisis, the right thing to do is rally around the White House and show support for the commander-in-chief. But as the tragedy drags on, tough questions have to be asked. What did the administration know in advance and why didn’t it act on it? Has it responded robustly enough? Does it know what it’s going to do next? Most importantly, is this crisis ameliorated or exacerbated by White House policy? So far, we can make the following observations.
