"What a shame he didn't give a speech like that before the election," said one former Tory advisor watching the Prime Minister soak up the applause in the hall at Tory conference in Birmingham. Indeed, this was David Cameron's best speech for years, a confident explanation of his conservatism, laced with very effective attacks on Labour.
