What Quebec Could Learn from Scotland

As Scotland moves into referendum mode, it is to be hoped that the cordial and cooperative spirit behind this week’s historic deal will continue through the campaign itself. Quebec should see that there is strategic wisdom in the Scottish National Party’s decision to make Britain a genuine partner in the process.
