Who's Counting Casualties? (PDF)

This policy paper reveals the findings of the largest ever study of casualty recorders. The study, conducted by Oxford Research Group (ORG), demonstrates that the comprehensive recording of the deaths of individuals from armed conflict can and should be done. The study is based on substantial research carried out our Documenting Existing Casualty Recording Practice Worldwide project, which is part of our our Every Casualty programme work. For two years, we conducted detailed research into the work of 40 organisations and individuals, who record the casualties of different conflicts across the globe. This paper brings the results of this study to a wider audience. It makes recommendations to states, international organisations and civil society for the immediate improvement
