Will the Russian Empire Be Reborn?

With the exception of China, no major country has changed more dramatically over the past two decades than Russia. Since the dissolution of its sprawling empire, Russia has developed into a "bipolar" society, in which a small minority has enormous wealth and the vast majority have lower middle class lives. Cesar Chelala reflects on his recent visit to the country.
