Keep the Drones Zapping, Obama

America faces an ever-evolving threat from an ever-changing force of Islamist terrorists. Drones have proven to be highly effective in taking out rising leaders. For that to continue, the U.S. must designate targets with precision, based on the most convincing and thoroughly examined evidence. To maintain critically needed credibility, the President must establish a certain and effective rulebook.
