The 113th Congress has just been sworn in, and it's a safe bet that it will be no more engaged with foreign policy, and no more competent to serve as a useful check on the Obama administration, than was its predecessor. This is mostly a prerogative of the opposition, and congressional Republicans have paid remarkably little attention to President Barack Obama's conduct of foreign affairs. Last month, they roused themselves to block confirmation of a United Nations treaty on the rights of the disabled, which apparently posed a grave threat to the nation's sovereignty.
