Syria needs a political solution, with or without President Assad. Mr Putin should ensure the proposed peace conference is held without delay. Moscow has played a shameful role in the conflict, repeatedly using its veto to undermine UN action that might have brought Mr Assad to his senses earlier. It is not too late for Russia to be a good global citizen.
