Going forward, the key register will be the degree of coordination between the president and the secretary of state. For rhetoric is at the end of the day a litmus test for the degree of policy discipline within an administration: The fewer the turf battles, the more pellucid the rhetoric -- and the more friendly the climate for great themes to emerge. And that, of course, is the Reagan standard.
