The reason Neville Chamberlain’s policy of appeasement at Munich was a fiasco wasn’t because it was annoying and humiliating and costly, but because it failed to bring “peace in our time.” Whenever international diplomats make Chamberlain-ish noises — and they do almost every time they open their mouths — the spectre of war, instead of receding, looms larger.
