So there are backbones in Brussels after all: The European Commission Wednesday announced an €11 billion ($15 billion) package of loans and grants to Ukraine. Along with considerably closer trade and economic ties, it paves the way for easier travel for Ukrainians throughout the EU's 28 member nations. And while the package stops short of laying out an explicit path for full Ukrainian membership in the EU, it goes well beyond the "association agreement" that ousted President Viktor Yanukovych turned down in November under pressure from Moscow.
