To Save Ukraine, Kiev Must Offer East Autonomy

From a building ringed by barricades, Roman Lyagin, the self-styled chairman of the Donetsk election commission, yesterday announced the final result of Sunday’s referendum on independence for the new “People’s Republic” – cheerfully heedless of the fact that the total of the yes, no and spoilt votes exceeded 100 per cent. As William Hague, the Foreign Secretary, rightly observed, this contest was illegitimate and had “zero credibility”.
