The formalities of Jean-Claude Juncker’s appointment as president of the European Commission were completed in Brussels this week – and they fulfilled all David Cameron’s fears about the direction in which he intends to take the European Union. Ominously, Mr Juncker declared himself the “heir to Jacques Delors”, assuming the mantle of a previous commission chief who did more than any other to advance the cause of federalism in Europe.
