Let Taiwan in on UN Climate Talks

Taiwan contributes about one per cent of global emissions, a surprisingly heavy load for a nation of only 23 million, as it must import 98 per cent of its energy needs, much of that from coal. The reason for its exclusion from United Nations forums is that the People’s Republic of China’s one-China policy incorporates Taiwan and nations having diplomatic relations with the PRC cannot recognize Taiwan as an autonomous state.
