But the end of the cold war also affected American perspectives. Over the years Cuba became less of a strategic threat and more of a foreign policy issue only of great concern to a relatively small number of Americans, with that concern linked to its closed political system and often repressive society. The US debate had thus shifted from one about what Cuba did beyond its borders to one about what was within them.
