The Iraqi government billed its recent operation to wrest control of the northern city of Tikrit from fighters for the Islamic State as a significant victory. The Pentagon is echoing that upbeat view about the war against the terrorist group, also known as ISIS or ISIL, which the United States is fighting with an aggressive air campaign and with the training of Iraqi troops.
