EU governments will pay a high price for looking over their shoulder toward Russia, even though EU diplomats insist they went as far as they could in Riga to reassure the union’s Eastern neighbors. In fact, they went as far as they could to reassure Russia that the EU’s relationship with Eastern Europe would not be taken to its logical conclusion.
