The regularization plan—which was proposed by President Danilo Medina in November, 2013, and made law by the D.R.’s congress soon after—followed a ruling, made a few months earlier by the country’s highest court, that greatly expanded the number of people legally considered “foreigners” in the Dominican Republic.
