A congressional override of the president’s veto would make it impossible for the president to waive critical oil and banking sanctions against Iran. But would the July 14 deal then be scuttled, with our allies jumping ship on sanctions and Iran then breaking out? War isn’t necessarily what follows from all this. Yes, the odds of resuming negotiations to get a better deal seem unlikely. But so does the prospect of inexorable confrontation. Consider:
