Stepien explained that the Eastern governance model, applied in ancient Byzantium, tsarist Russia, Soviet Union, and to large extent contemporary Russia, involves strong central authority with weak individual initiative, while Western model implies strong grass-rout management and mechanisms to influence both local and central government. Historically the Polish lean to the Eastern model too, but they’ve moved towards the Western methods of governance.
