In his remarks (as summarized by Reuters), Turchynov laid out a Ukrainian military strategy based on continued Russian aggression and cooperation with NATO. Any mention of building a nuclear weapon, either conventional or dirty, would have been a headline that no reputable news organizations would have missed.
