ambitious is exactly what the projects behind the surge and Iran deal have been — to transform, respectively, Iraq and Iran, and thereby move the Middle East decisively toward a peaceful global community. Bush and Obama’s means differ, but not the goal: fix the problem rather than, as usual, manage it.
