Putin has made revitalizing the Arctic one of his top priorities, throwing billions of dollars into energy projects, reopening some 50 Soviet-era Arctic military bases, and conducting there the largest military exercises since the Soviet Union’s demise. At the end of August, after announcing even more Russian air and naval forces for the region, Russian generals declared they would have a self-sufficient Arctic command set up by 2018.
