President Xi might legitimately ask himself why he is touring Manchester City football club, while a crisis builds in the seas around China? But his British hosts should also be asking themselves some difficult questions. The UK seems to have calculated that it can build a new “special relationship” with China, without jeopardising its old special relationship with the United States. This week’s events should make British officials think much harder about that assumption.
