Can the promise of EU membership stop Mr. Erdogan’s increasingly dangerous lunge at authoritarianism? No, only Turks themselves can do that, at the ballot on Nov. 1. But by holding out a potential promise, Ms. Merkel has sent a message that a turn away from Mr. Erdogan’s worst instincts, by him or by the electorate, can lead to a better life.
