Separatist groups failed to win a majority of votes in Catalan regional elections in September, which they had billed as a de facto referendum on secession. Even with the setback, a coalition of pro-independence parties pledged to press ahead with plans for a breakaway for the 7.5 million Catalans over an 18-month period.
