Japan Must Reform Its Electoral System

To rectify the problem of vote-value disparity, the council recommended a seat-distribution system that was proposed by John Quincy Adams, the sixth president of the United States. Under this system, the Lower House seats would be distributed among prefectures in proportion to their populations using data provided by large-scale national censuses conducted every 10 years.
