The recurrent themes here are a desire to pass off urgent problems to other powers and growing deference to those powers’ views. This is one important message in the fifth edition of the European Foreign Policy Scorecard, which came out last week. The Scorecard, published by the European Council on Foreign Relations (ECFR), warns that the EU is now “in hock to authoritarian regimes,” as it has turned to Moscow to end the Syrian war and Ankara to slow the refugee crisis.
