The only way to make these talks meaningful is to turn the tide of battle on the ground — to make Assad think he might lose his war. Why the Obama administration refuses to acknowledge this while continuing to negotiate is baffling. Only when the Russians and Syrians think they will get more from peace than from war will they negotiate in good faith.
