Given this background and the terrible carnage in Brussels, for which ISIS has reportedly claimed responsibility, there is a temptation (and perhaps even an emotional need) to surrender to hopelessness. Federica Mogherini, the E.U.’s foreign-policy chief, broke down in tears at a press conference, in Jordan, after saying that Europe was now “suffering the same pain that this region has known and knows every single day.” Franziska Brantner, a former E.U. parliamentarian from Germany, wrote on Twitter, “Just terrible. So many times passed by these locations. Why do they hate us so much?”
