The average voter is simply not shocked anymore. Britain’s long history with terrorism in Northern Ireland, combined with its more recent experiences with Islamist plots, could be one explanation. Social norms might also be at work — Britain’s proud tradition of maintaining a “stiff upper lip” when confronted with threats pushing people toward moderates rather than radicals.
