Any time you have the United States and Russia—which together possess 90 percent of the nuclear weapons and material—in a state of near-confrontation, as they have been over both Ukraine and Syria, without any kind of arms control agenda, I think it discourages other countries from thinking this ought to be a top priority. Why should they make getting their small amount of nuclear material secure a priority, when the two largest players seem not to be moving forward?
