U.S. Secretary of State John Kerry's trip to South America was described as aimed at attending the Opening Ceremonies of the Olympic Games in Río de Janeiro, but he is likely to meet with leaders of Brazil, Argentina and Paraguay to discuss the growing humanitarian crisis in Venezuela. They should press Venezuela to hold its recall referendum this year, before it is too late.
