Public health campaigns in the U.S. have caused the HIV infection rate to flatten. In 2014, there were just over 44,000 new cases of HIV diagnosed in America, giving an incidence of 13.8 per 100,000 people.* In Russia, the incidence rate is 35.7 per 100,000 people, again 2.5 times worse than the U.S. And it's increasing.
