Alan Kuperman explains why military intervention against ISIS in Libya is such a complicated proposition for the U.S.

ALAN KUPERMAN: If you really want to crush the Islamic State, first you need a unified government, then you need a unified Libyan military, and only then can the Western military intervention help that local military force actually destroy the Islamic State. In the absence of that, if we intervene, we're basically just going to be hitting a hornet's nest. We'll scatter the Islamic State, but we will not destroy the Islamic State.
