Unlike his predecessor Ichiro Ozawa, Hatoyama is taking a much more moderate line towards the United States. Under Ozawa, who had to resign for controversial fund-raising only a few months ago, touted plans to stand up to Uncle Sam and form closer ties in Asia. The long-ruling LDP, which Hatoyama's father formed with a merger with the Liberal Party in 1955, has made a Tokyo-Washington alliance the core of its diplomatic and security policies in postwar Japan and has stretched the limits of its pacifist constitution to accommodate the Americans who need Japanese contributions to the wars in the Middle East.
In a sense, Hatoyama and Aso are battling out in a kind of inherited war. Aso's grandfather is Shigeru Yoshida, postwar Japan's great prime minister and the leader of the conservative pro-U.S. Liberal Party. Yoshida's leadership was challenged in 1953 by Ichiro Hatoyama, grandfather of the new DPJ leader. The elder Hatoyama, who headed the Liberal Party before Yoshida, was purged in 1947, along with Nobusuke Kishi and other prewar Japanese leaders, and would like to take over the reins again after the Allied occupation of Japan ended in 1951.
Yoshida refused and Hatoyama formed the Democratic Party. With the help of Liberal defectors, Hatoyama was made prime minister in Yoshida's stead. He then won the general election at the beginning of 1955. Since he commanded no more than a plurality in the lower house of the Diet, he was unable to remain in office without the help of the Liberals. The two parties merged in November, with Hatoyama as leader of the Liberal Democratic Party, which has since continued to rule Japan with brief interruptions.
The elder Hatoyama remained in office for one more year and retired. He was succeeded by Tanzan Ishibashi, who soon retired in favor of Kishi, who made the alliance between Japan and the United States the pillar of the LDP's foreign and security policies.
Even if Aso won the coming general election, he would have to reassess those policies in the face of a rapidly rising China. The People's Republic is replacing Japan as the world's second largest economy. President Barack Obama has characterized ties between the United States and China as the world's most important bilateral relations.
The United States and most of the rest of the world need Chinese support to tide over the global financial and economic crisis. The U.S. press reported the high-level talks in Washington between the United States and China on July 27-28 as the talks between the "two superpowers." All this has compelled Japan to adopt a new approach to its triangular relationship with China and the United States. That is the most serious challenge Hatoyama has to face when his DPJ comes into power.
As a matter of fact, Japan has been trying to cope with that challenge since the People's Republic began what is called a peaceful rise. Junichiro Koizumi was elected LDP leader in 2001 and became premier as China began to challenge the Japanese economic and financial leadership in Asia. Koizumi's answer was a resuscitation of an economic Great East Asian Co-Prosperity Sphere, which failed.
