He isn't as welcome as he was on his previous tours, for he came this time to serve the political purposes of the opposition Democratic Progressive Party.
The DPP's seven mayors and magistrates in southern Taiwan ravaged by Typhoon Morakot either want to win year-end elections handily, or are jockeying for control of two special municipalities towards the end of next year.
Voters will go to the polls to elect 17 mayors and magistrates in December. They will do so again a year later to elect five special municipality mayors.
Two of the five higher-ranking cities are Kaohsiung and Tainan. Chen Chu, the incumbent mayor of Kaohsiung, rallied six other local chief executives of her party to extend a joint invitation to the Dalai Lama to come to Taiwan to pray for the after-life of the victims of the flood disaster of August 8.
Claiming the Dalai Lama's visit is "humanitarian and religious,"� they requested an entry visa for the spiritual leader of Tibet, putting President Ma Ying-jeou in a no-win position.
Ma would be damned if he didn't agree to let the Dalai Lama come. The president would be damned just as well by China, if he did.
Ma agreed. Beijing didn't damn him, but damned the opposition party instead for sinister conspiracy with the Dalai Lama in an attempt to get Tibet separated from China.
A tactical change was necessary for the opposition party. It started urging the Kuomintang leaders from President Ma on down to meet with the head monk of Vajrayana Buddhism. Ma, Vice President Vincent Siew, Premier Liu Chao-shiuan, Kuomintang chairman Wu Poh-hsiung, and Legislative Yuan speaker Wang Jin-pyng all have declared they won't dance to the DPP tune.
On the other hand, Taiwan's Buddhist and Taoist leaders are dissatisfied because their relief work wasn't appreciated by the opposition party that wants to send for the tantric Buddhist pope to pray for the dead, the services they rightfully believe they should perform.
The Dalai Lama was welcomed to Taiwan twice before, because he was here to serve his irredentist purposes that Ma's two predecessors, Lee Teng-hui and Chen Shui-bian, wished to help promote.
Billed as a visit to attend humanitarian and religious activities, the globe-trotting Dalai Lama's current visit, which is expected to last until next Friday, is one that only serves the DPP's political purposes.
Of course, the Dalai Lama "” the name the Mongols gave, which means "the sea,"� to indicate measurelessness and profundity "” can't be welcomed this time around.
One thing must be made very clear. The Dalai Lama may say as many Buddhist masses as he wants in Dharamsala for the departed. He doesn't have to come to Taiwan.
Moreover, almost all of those who lost their lives in Taiwan's worst flood disaster in history were indigenous people who were Catholics.
