Japan's LDP Shouldn't Be Written Off

But Yukio Hatoyama's Democratic Party of Japan (DPJ) won a landslide in the general elections at the end of August not over the issue of the economy. The Democrats promised stupendous public spending on welfare to end the almost uninterrupted rule for more than half a century by the Liberal Democratic Party (LDP) his grandfather Ichiro Hatoyama founded in 1955.

The world's second largest economy has long lost steam. Japan hasn't coped well with the global financial and economic crisis. China is ready to take over as the world's largest economy second only to the United States and as the leader in what Japan believes to be its postwar economic Great East Asia Co-prosperity Sphere. The greatest challenge Tokyo faces, however, is the collapse of Japan's traditional system of employment for life. With companies switching to outsourcing and atypical employment, people have found job security, which has been taken for granted in corporate Japan, is gone forever and blame the LDP for their precarious future.

So Hatoyama's Democrats were swept into power, controlling much more than a comfortable majority of 308 seats in the all-important lower house of the Diet. But he had to deign to form a Cabinet with the consent of two minuscule parties: the Social Democratic Party with seven seats and the People's New Party with a mere three.

Why should Hatoyama bother?

The reason is simple. The Democrats cannot control the upper house of the Diet with the help of the two mini-parities. The DPJ controls 108 of the 242 seats in the upper chamber of parliament. The two small allies and still another, New Party of Japan, supply 14 more to make a simple majority that stalled LDP policies adopted by the lower chamber over the past year and a half to all but paralyze the previous government. If the two small allies withdrew the support and threw it to the LDP, the upper house of the Diet could thwart Hatoyama's every policy initiatives to keep his Democratic campaign promises.

Even though the policy initiatives were quickly followed through, there would be no guarantee that they might work wonders. The DPJ is an umbrella group of politicians with vastly different stripes. They range from ultraconservatives to socialists, though there are no communists among them. As Hatoyama cannot even formulate a party consensus, he has to rely on his mentor Ichiro Ozawa for working out compromises to present a united front of their party. Ozawa, who shuns the limelight, is the DPJ secretary-general.

All indications are that the new Hatoyama Cabinet cannot even muddle through a year, and that is the chance the down-but-not-trodden Liberal Democrats look forward to. Taro Aso has resigned as LDP leader. If a really capable leader takes over, the LDP can cash in on the expected policy flip-flops of the Democratic government to win back control of the upper house of the Diet. Elections for the upper chamber are scheduled for the fall of next year. The Liberal Democrats, then, can do a quid pro quo against the Democrats, forcing the latter to resolve the lower house ahead of schedule. The LDP has not been written off, like the Socialist Party that ruled postwar Japan twice, though briefly. The once mighty Socialists have shrunk into DPJ's small ally of the Social Democratic Party, albeit they haven't lost their traditional power base of labor unions that, however, have been fast losing power, thanks to the collapse of the life employment scheme.
