Looking at the matter strictly from the perspective of the surveys, there is little doubt that the Arroyo regime will be remembered as the administration under whose watch the twin problems of poverty and corruption became worse than ever. This is the message conveyed by Gloria Macapagal-Arroyo's unprecedented negative ratings across all social classes and regions. The only question that remains is whether, under her presidency, corruption has outstripped poverty as the country's number one problem. The perception that it has may explain Noynoy Aquino's almost insurmountable lead in the recent surveys.
