DAEJEONG, SOUTH KOREA — Mea Culpa was the message delivered to Asia by the managing director of the International Monetary Fund, Dominique Strauss-Kahn.
Speaking here at a conference on Asian prospects, which brought together finance ministers, central bankers and others, he admitted past I.M.F. mistakes and made it plain that after years of icy post-Asian-crisis relations it was essential for the I.M.F. to reflect the Eastward shift in global economic gravity.
